Both orange lights are flashing and the suction pump stays on constantly. Turning the machine off/on - even powering it off/on, the machine always returns to this state. Why?

Dishwasher WIE 2B19 does not wash properly. Fault indication: on/off button flashes and steady lights for Intensive 65 + Rapid 40’ programs. Can you tell what is wrong?
The manual suggests there is no drying phase for the quick 40min wash. Is that correct?
