I have an easy old xt3 bike rack and can’t get it off the tow bar because the handle won’t come fully up. It is not locked

Good Day. I have recently purchased this bike rack, and was subsequently sent the Thule hitch ball, but I cannot close the lever to secure the rack. I have followed the instructions, with the help of an engineer friend, but the lever will not move. It is as if the ball is just not the right dimensions. Please help.
