To answer your actual question, you have a bit of paper stuck in the print mechanism. Remove the paper roll and slide the clear plastic cover (tears the paper off) off toward the back end. Look around very carefully for any little paper scrap and get it out with tweezers. You can try the FEED button to see if it pulls anything through. You can pull the ink cartridge out and look under it as well. Anyhow, put the ink cartridge back in if you took it out, and try to put the paper back in (cut an angle and using FEED button as shown in the User Manual (copy is above). If the paper feeds through it may push a little scrap of paper out. Make sure you get that scrap out before it falls into the mechanism / calculator body. If it won't feed paper, or it still doesn't print, the most cost effective IMHO thing to do is buy another P23-DHV on Amazon or eBay that has a keyboard matching your keyboard (there are three different keyboard layouts on this model). Canon will be of no help; they discontinued support years ago and deleted all the P23 support material on their website.

E merely indicates a calculation result that was too large to display, that you have a paper jam (clear it), or that a part of the calculator has failed permanently. If clearing the paper jam does not work, try the RESET button on the back. If it won't recover then IMHO replacement is the only. Amazon and eBay still have many of these available in used and new condition.
